Roselia only learns Aromatherapy(cures confusion, parlyz, burn, etc) and Synthesis which restores HP based on the weather.Giga Drain + Ingrain + Petal Dance + (???) = Ideal move set for Roserade. I'd suggest losing cut soon to make room for some other powerful non-grass move; maybe Toxic to poison them or something.After you evolve Roselia into Roserade though there's no more learning moves by leveling up so I'd say after PetalDance you can evolve. If you're still using Roselia, but again best grass option IMO.
