Sounds like you just about perfectly described Just Cause 2, but I'm assuming you have that. If you don't, buy it for the love of god! Also maybe Batman Arkham City, it's 75% off too.

JC2 has a multiplayer BETA mod out, and it's sandbox.

Pretty and sandbox. Ask Tic about the multiplayer.

Dead Island for running over zombies (sometimes,) and FPS Melee/Shooting mayhem.

JC2 has a multiplayer BETA mod out, and it's sandbox.

It does have a story, and a lot of random crap. You can do all kinds of crazy stuff, it's a very fun game.

Although not what you were asking for specifically, IIRC, Amazon was doing a deal where you could get Xcom: Enemy Unknown, Civ 4, and Civ 5 Gold for like $20. Crazy good deal if strategy is at all your thing.
