He could only get a GBC emulator and Emerald was on GBA so he's playing Yellow instead. Emerald wasn't a reboot though, just the third game release for the third generation.

Well you should definitely get Drifloon because he's pretty rare and his second form is worth having. Massive HP and cool ghosty type moves. Just go to the Valley Windworks on Friday I believe and he's floating outside the front of it. "It's round and cute, but it has a dreadful side too, as it attempts to drag children into the underworld by their hands."  It's so metal mann.

I'm trying to help you get some dope Pokeman's yo. I've updated my list so you have some better choices. I just listed their first forms so they're easier to find but their final forms are all worth having.

Duskull, Ralts, Snover, Snorunt, Wooper, Misdreveous(if you have pearl), Ghastly(Plz? Gengar's so fast and secci), Abra or Drifloon.

I'm about to get an emulator out and play myself; are there any good Diamond / Pearl emulators out there that work well?

Exactly; I got bored of Black and White because I had to actually sit through long ass battles.

If it weren't for the rule about only getting the first one you find I might have tried, maybe one poke per area not necessarily the first.  Otherwise you must end up with a LOT of crap poke's like friggin bidoof
