Pixlr has the same abilitys as photoshop, except it is online.
Also this is so far my favorite.

Yeah even photobucket has photo-shop like features; I distory and edit all my pictures there, and it allows layering and all sorts of color changing bullshit. It's kinda cheap but it works.

Try sumo paint - it sounds similar, and it's a great online program.
