What is the best form of Government?

This is actually a question my philosophy teacher asked us, but I found it very interesting.
According to the book we're reading there are only 3 TRUE forms of government :

• Monarchy
  
• Democracy
  
• Communist
  

I think aristocracy should be in there as-well, but it really doesn't matter. My teacher asked us to write a paper explaining the form of government we think is the best, it doesn't have to be the 3 listed in the book, and it doesn't even have to exist. I have my own ideas on this, but I want to know what you guys think. So:

What do you guys think the PERFECT form of government is?

I'm asking your opinion, not an answer. It's a philisophical question, there is no answer, only possible answers. I just wanted to know what everybody else thought about the subject

A government where it works FOR the people would be Communism. Communism isn't necessarily a bad choice, it is just easily corrupted.

Yes, very true. Let me rephrase the question then,

What would be the BEST form of government?

The best form of governement depends on the group of people, the brits love their constitutional monarchy and we love our democracy, it depends on teh people and what form of governemnt they had last
