You can't really pre fire with an awp.

Use reaction time and how much of you/the person he saw under 0.2 seconds? Hacks (it is IMPOSSIBLE to react that fast)

Unless you have hard evidence that does use hacks, likely not.
You're just gonna have to let him play.

Here's what I think...

You don't usually look at a wall while taking a corner. Even if you do, you won't really expect what's to come behind that corner, since most brains won't be alerted much after looking at a full screen of dirt just before then.

Most players pre-fire when they are alert and are ABSOLUTELY sure that there is someone there. In most cases, it's one second after one teammate dies right in front of the player, or when the player is stupid enough to actually randomly shoot bullets behind obstacles that aren't EVEN HINTED and confirmed opponents to be there.
If a player comes out from a distance to a place where he hasn't gone to yet nor gotten any hint that there was someone there and he pre-fires and kills someone--out of PURE randomness, then he's either very lucky and stupid, or he's using hacks.

in the case i saw, nothing was going on no1 dying or anything, the person i question started firing towards where his head was about 1 second later

my opinion is
no proof no punishment
and banning his friends is good and bad
in this case its good i think
they are 3 friends all playing together what the fuck are they going to come back on our server when one of their members is banned for hacking
do you honestly think they will do anything progressive for cg (playing on cg is considered progressive)
basically what im saying is 3 friends who are in a small same clan and always play together
nobody else see that
we are far from cvg that is just blindly comparing us to cvg based on banning to affiliation to a degree it can be proven to a useful tool
the differention between how WE are using it here and how THEY use it is this
THEY....You get banned all your friends get banned simply by affiliation (all friends on steam friends)       regardless of who you are
WE are banning 2 friends who are affiliated with a hacker who plays on our server not even JUST 2 friends but in the same clan with only 3 members and they all play together so anybody else following my logic that they wont play on the server without phil and even if they did it would generally be to troll the server
its a high chance to take still a small chance but if they really cared they could come on the forums and easily get their ban removed if they wanted too (cept phil the other 2 can)
