You can try getting cheap cards like tf2 from some little kids. Usually 2 cards per 1 scrap.

Then exchange them.

My advice?  Run games you have installed that you havent got all the cards from when you arent using your computer, that will get you more cards available to trade people, so more options to get skyrim cards.

Mine is better. Just trade with some brainless kids who prob don't even know what the cards are for.
Buy them for cheap.

Might not be ethical though, but cards...
