I use vtfedit http://nemesis.thewavelength.net/index.php?c=178
I might be doing it wrong, but I have to cut the frames out of the .gif image and save them individually.
Import (control + I) and select the gif files in order and open them in vtfedit, click OK, click "No Level Of Detail", then just save.

No, you're not doing it wrong, perfectly right - you'll have to open the gif in an image editor and save any frames you want/need each as a seperate PNG, then import them in order into VTFedit, and safe as a VTF

can you do this in photoshop or flash? does it loose image quality.. i know it does if i use gif.. so i guess my question is is there a way to preserve that detail in the spray?

Less frames = more detail, but more frames = less detail, you need to keep the file size low.

And you can do it in photoshop.
