Ok. My 2 cents:

1) If this fellow wants to get his ban lifted, then he should go and apply in the proper forum section.
2) It seems the racism was, to use a poor term, the "icing on the cake" of this player's actions.  Adding the multiple rdm plus this should equal ban (rdm alone should.)
3) It is obvious and apparent the "rules" of being an Admin have not been set in stone, and placed in the Admin Only section of the forum. 
4) The rules have not been taught, or changes have not been addressed, with all Admins.

My suggestion is to have specific admin rules set for each server (as each game has unique issues) and have all Admins sign off on them.
