bind - "say_team !pa Register on our forums at Conjointgaming.com"

bind this  (you can use a different key)      so you can easily advertise the forums without any hassle
use say_team instead of say because you can still advertise when in spec or dead
remember dont spam it once every couple mins will do

theres no command to have this run by itself and just pop up in general?  like in sourcemod the advertisment plugin, no way to make something like that for TTT?

We should look into a timed advert on the server, Remscar had one that said "Remscar loves you"

When I'm on I have a bind that says to go to our forums and as a joke I have one saying "Hate our server? Screw you then"
