Shikaru has seemed pretty dedicated to be Jailbreak admin for quite a few months, havent seen any problems.

He has been active on the forums lately, so that is good.
I have yet to see him in game though but yeah, jailbreak is a very new server and shouldn't be very difficult to administrate.

I'd say I would not intervene when it comes to jailbreak, but as an admin on jailbreak you would have to help with populating the server. Meaning you will have to go on the server even if there are no people on, just to get it started.

Yes I know part of being admin is getting the server active and I have 3 friends who would join me as soon as they get on GMOD if I were to ask, so populating it shouldn't be a problem and I have a TV in my room so I could just sit AFK till people join

Not happening.  Playing with you on jailbreak.  You haven't read the rules, and you kept free-shooting people with tranquilizer.  Can't possibly see you adming if you don't know the rules yourself.  I'm not asking you to memorize them in a few hours, but you're assuming random rules you've heard on cs:s apply hear as well.
