Me and my dad want to build a Desktop that can easily play skyrim on high-ultra settings or Ok on normal.
Can anyone please recommend parts or builds and how much they cost?

Depends on your budget.
I can build one that can play skyrim on mostly high settings for $600... Or you can buy superior and build one that'll run almost anything on the highest settings for the next 3 years for $1200

But here's my personal computer build:
Gigabyte GA-G41m Motherboard
Ripjaws 8gb DDR3 1333 RAM
Seagate 1tb HDD
550w generic power supply
Video Card: XFX Radeon 6770
Intel Q6600 2.4ghz [3.2ghz overclocked] CPU
Some random shit case I found in my grandfather's old computer shop
Spent about $600 on it and runs virtually any game besides Saints Row the Third.. for some damn reason.

Presently, in the realm of video cards, the AMD/ATI is in the lead. For now. I would never recommend Nvidia in any manner, as they are criminal IMHO.
What you should buy: i5 Intel, appropriate motherboard with 6gb SATA, USB 3.0, gigabit lan, and good surround sound on board as there are few sound cards I would recommend. A Full size case, with decent space, and rolled edges, so as to not cut fingers when installing stuff. A minimum 600 watt power supply, of decent branding. An SSD of decent branding, with a size large enough to hold the OS and its swap file. 8gb ram. Windows 7 Pro. NOT Win 8, as it is not fully sorted out yet (never buy a Windows OS before the first major Service Pack update...) A minimum of 1.5tb hard drive.

I'm going to point out that the hard drive and brands are personal preference. I don't like Nvidia either, but that doesn't mean some people won't find benefits for their needs through their technology.
In terms of hard drives, I never once went over 400gigs once and I see no need to use my 1tb for any reason. That isn't to say you won't be download pronz all the time, but keeping a clean hard drive is important...

I overclock to record, not because my games can't handle it. I barely ever exceed 35-40% cpu usage at any time unless fraps is on
