Is Fallout 3 more demanding or less on my system than Oblivion? I can play Oblivion at about 27-42 FPS at its lowest settings, and after fiddling around in its console and .ini file.
Is Fallout 3 about the same, though? I was thinking about getting it, even though I already I have it for my Xbox 360, I like playing the games on my PC more for some reason.

And I already have a fix for it not wanting to work on Intel graphics, which it seemingly doesn't for some people because it detects what kind of graphics card you have and decides if it wants to work or not.

Possible on lowest settings. However I can say that it will likely be choppy and hard to play from that.

render distance is a lot bigger than oblivion, textures are more complex, ect.

Let's put it like this.. If you get 30 frames in Oblivion, you'll get 15-20 in Fallout 3.

I think there is a mod somewhere for less stressing textures and models.

The question wasn't whether I could run it or not, I know I could run it, but what it would take to not have to have a lag spike walking from when you make your character all the way to seeing Megaton for the first time

The lag on fallout is annoying as fuck because it makes shooting a lot harder and the game plays really chunky and hard to play. 0/10 dont try

Fallout 3 is much more stressing on graphics than Oblivion. And even then, if you were planning on obtaining it, you wouldn't be able to run it due to your clock speed.

Low settings will only help a bit. I rather suggest you use a lower screen resolution.

ACtually yeah, if you use like the lowest possible resolution you could run it like 60FPS or something. Just really small screen.

The issue you have is the Intel on chip graphics. Is this a laptop, or do you have a possibility of adding graphics card?

Hmm - well the only way to get better graphics is to max out the laptop's memory, as it is shared.
Will it run? Possibly. Will it be playable? I think it might now be.

i would highly recommend you get it for a console if you have one...

... I disagree. He's using a laptop, which can't get much better. I suggest he just gets a cheap & used $90 console.. It'd be much better than going out and wasting money on a new computer if he doesn't have the money to do so.

Son. Better buy a shitty console. And waste $60 on every shitty game possible. No really. I suggest either a new Desktop. Or *sigh* a console. (ps3 is better)
